Operate Hub extensions around a canonical SSoT and explicit dependency contracts
Clarified the roles and Sources of Truth for glitter-project_hub and glitter-projects while operating the Hub project UI and data layer. Their canonical sources remain in the respective _bundled directories, while active directories are treated as runtime output generated by lifecycle operations. The template manifest now declares glitter-projects as a required dependency, and template:update validates dependencies from the new candidate manifest before mutating active state. Hub extension relationships will be managed explicitly through manifest contracts and lifecycle validation rather than implicit installation state.
